2215 - PhD FELLOWSHIP PROGRAMME FOR FOREIGN CITIZENS
(2012 - 1st TERM)
Grants in the fields of Natural Sciences, Engineering and Technological Sciences, Medical Sciences, Agricultural Sciences, Social Sciences and Humanities (*) will be awarded to highly qualified students who are intending to complete their PhD studies in Turkey. [Specialty and subspecialty residency or fellowship training programmes in clinical medicine (including dentistry) are not included].
The new entrants to the PhD programmes and PhD students who have registered at most one year ago can apply to this scholarship program.
ELIGIBILITY
• be a non-Turkish citizen (people who have dual citizenship are not eligible)
• not to be over the age of 30 as of application year
• be accepted as a PhD student by a university in Turkey
• certify that he/she has sufficient command of language in which the PhD education will be pursued
• have not applied to this fellowship before
DURATION OF AWARD
Maximum duration of this fellowship is 5 years beginning from the date of PhD registration, provided that the fellow is successful in his/her studies (courses) and that the supervisor states in his/her evaluation report that the candidate is making good progress. Fellowships must be started within 1 year after the allocation.
VALUE OF AWARD
Maximum living allowance for this fellowship is 1.800 TL.
REQUIRED DOCUMENTS FOR APPLICATION

2. Photocopy of personal information part of passport,
3. Curriculum vitae and list of publications ,
4. Curriculum vitae and list of publications of the supervisor,
5. Original BSc and MSc transcripts (If they are not in English or Turkish, officially signed translated ones must be given.)
6. Doctorate transcript(if any),
7. A letter of acceptance or student certificate from a university in Turkey,
8. Language adequacy certificate,
9. Two recommendation letters.
10. A research plan explaining the aim, experience and background of the candidate on the proposed subject,
11. If already assigned, a brief overview of the advisor on the planned research. (signed)
APPLICATION
Online applications must be made at: http://ebideb.tubitak.gov.tr. Online applications must be made until 6 p.m. on the application deadline since the system will be automatically closed at 6 p.m.
After the online application form is filled and the documents above are uploaded, the applicant must sign the printout of the form and send it to TUBITAK-BIDEB along with the documents above.
Applications not fulfilling cited conditions, lacking any of the required documents or those arriving after the deadline will not be processed.
DEADLINES
• 1st Term : 17 February 2012
• 2nd Term : 14 September 2012
(The online application system will be open for two weeks until the deadlines.)
OBLIGATIONS
1. The following documents should be regularly submitted to BİDEB:
• Document certifying that the applicant is registered as a PhD student in Turkey (at the beginning of each semester, in March and October)
• Transcript (at the end of each semester, in March and July)
• A report by the supervisor on the progress of research project (at the beginning of each semester, in March and July)
Continuity of the fellowship is dependent upon supervisor’s opinions on the studies of the fellow in addition to fellow’s academic success.
2. The support received from TÜBİTAK must be clearly acknowledged in all publications concerning the study realized during the fellowship period. A copy of each publication (if any) concerning the work should also be sent to BİDEB.
3. The fellow or the advisor has to inform TÜBİTAK about the date of completion of the PhD programme and a copy of the PhD thesis has to be sent to BİDEB.
4. The fellow is obliged to notify BİDEB about any other financial support he/she gets from an institution other than TUBITAK within 15 days from the beginning of the support. If the fellow is supported financially by another institution, the amount of future payments is decided by BIDEB’s Evaluation and Support Commission and the fellow may have to pay back to BIDEB.
5. If the fellow decides to leave PhD before the end of the scholarship period, the student or his/her supervisor has to notify BIDEB 15 days prior to the departure. No payments will be made after the departure date. If any payments are made after the departure date, payback is required.
6. Fellows have to pursue their PhD studies as full-time students during the fellowship period. If the Fellow leaves Turkey during the fellowship period, he/she is obliged to inform TUBITAK about the dates and duration of his/her visits abroad. If the visit does not exceed two weeks in each six months of the fellowship period, full stipend is continued. Otherwise, stipend is halted during the period of absence.
If the fellow does not fulfill what caused to halt in 3 months, his/her fellowship is certainly halted by BIDEB’s Evaluation and Support Commission.
7. If the fellow’s GPA is under 3.20/4.00 or 81.33/100, the stipend is halted for one term. If it does not exceed 3.20/4.00 or 81.33/100 during this term, the fellowship is halted.
Students, who are not awarded by the grant, will not be informed about the results.
